How to Run An Effective Safety and Health Committee Meeting [5 CEP]

Safety and Health Committee (SHC) is where the representatives from both employer and employee come together to develop rules, systems, policies, and review them. It is important for this committee to function to the fullest, for the safety, health and well-being of the people working in our organization. This 2-day program aims to make SHC meetings interesting and productive, by examining the important preparations for before, during and after the meetings. This program also aims to produce a ready-to-use meeting notice and agenda, meeting check list, and template for meeting minute. It is recommended that the participants are allowed to bring a copy of meeting notice and minutes to facilitate their learning.

Proper Implementation of HIRADC [10 CEP points]

This program gives an in-depth overview on the requirements of HIRADC for ISO 45001 standard, which impart working knowledge on how these requirements can be interpreted to suite the organization’s requirements. Pre-requisite Basic understanding on Occupational Health and Safety related knowledge.

First Aid, AED and Cardio-Pulmonary Resuscitation (CPR) [5 CEP points]

Occupational First Aid & Cardio-Pulmonary Resuscitation (CPR) program is a 2-day program developed to provide training in the provision of emergency care for those who are likely to be the first personnel responding to the scene of an accident, fire, or medical emergency. The emphasis of the course prepares the responder to address immediate life threats and injuries until more highly trained personnel are available. This course prepares the participants to be confident and competent First Aid Responders and to comply with the Occupational Safety and Health Act 1994 and OHSAS 18001. Legal Provisions An employer has legal obligation to provide training on first aid for his/her employees. The Factories and Machinery Act 1967 The Factories and Machinery Act 1967 Section 25 of the Factories and Machinery Act 1967 (Act 139) and Regulation 38 of the Factories and Machinery (Safety, Health and Welfare) Regulations 1970 state the scope of responsibility of an occupier with regards to first-aid provision. The scope includes assigning the responsibility to upkeep a first aid box or cupboard to a responsible person, and for a factory with more than 20 person employed, specifying that the responsible person should be proficient in first aid treatment. The Occupational Safety and Health Act 1994 Section 15(1) of the Occupational Safety and Health Act 1994 (Act 514) provides that every employer and the self-employed person must ensure, so far as is practicable, the safety, health and welfare at work of all his employees. The provision of first-aid facilities and first-aiders are in compliance with the welfare component of this general duty of employers and self-employed persons.

Accident investigations are necessary to identify accident causation and insure implementation of corrective action. Therefore, supervisors shall immediately investigate and report all occurrences (near miss, accidents, and illnesses) with a written investigation report.

(MC) Occupational Safety and Health Amendment Act 2022

On 16 March 2022, the Federal Legislation had gazetted the Occupational Safety and Health (Amendment) Act 2022 (Act) by introducing new sections, amending certain sections, and deleting certain sections of the principal Act. The amendments are aimed at providing workers with a better quality of safe and healthy environment and also welfare. Directors must be aware of their individual, joint and several liabilities for occupational health violations. The highlights of the amendments are that it increases the protection accorded to an employee and places additional responsibilities on employers/principals towards their employee. Further, there has been an increase in penalties as a financial deterrent effort.

Behavior-Based Safety (BBS) is an approach that can be applied successfully; it is gaining more interest across industry sectors globally and has the great advantage of needing the involvement of the individual employee, in addition of course, to employer commitment. Behaviors-Based Safety (BBS), which is often described as a bottom-up approach (frontline employees), with top-down support from safety leaders. A behavior-based safety approach promotes interventions that are people-focused and often incorporate one-to-one or group observations of employees performing routine work tasks, setting goals carefully and giving timely feedback on safety-related behavior, coaching and mentoring. The initiatives have a proactive focus, encouraging individuals and their work groups to consider the potential for incident involvement, (accidents) and to assess their own behavior as safe or unsafe always, no matter what.

The occupational noise-related hearing disorder has recorded alarming statistics as major contributor to total cases of occupational diseases. According to National Occupational Accident and Disease Statistics 2021 by Department of Statistics Malaysia, occupational noise-related hearing disorder reported 3,648 cases out of total 5,289 cases in Occupational Disease and Poisoning Statistics 2021*. In further updates reported by The Star on 11 August 2022, in the first five months of 2022, out of the total 2,042 cases occupational disease reported, 1,273 cases (62.3%) were occupational noise-induced hearing loss, while in year 2019, 5,699 cases were confirmed as occupational noise-related hearing disorders**. The Industry Code of Practice for Management of Occupational Noise Exposure and Hearing Conservation 2019 provides guidelines to assist all stakeholders in managing cases of occupational noise-related hearing disorder in the aspects of monitoring and enforcement, reporting, compensation claiming, reduction and prevention of occupational noise induced hearing loss.
